The latest one of the ETH Global events was held in San Fransisco, the USA between 5th and 7th October. The events are usually to Ethereum’s fans and developers out there and are very dynamic, full with new suggestions and ideas hackathons. The last one was with the participation of Vitalik Buterin, the Russian–Canadian co-founder of Ethereum.

It was a tough year for the Ether and many blame it for the ICOs’ oversupply. The opposite is also heard, that because of the ICO mania Ethereum lost its value and its price experiences a constant downfall this year.

However, the Ethereum is still the preferred base for development for many programmers. Only on the ETH San Fransisco, more than 1,000 developers gathered to hack the Ethereum together.

Buterin spoke about the future of the Ethereum and the curious Ethereum 2.0.

Ethereum 2.0, is basically the kind of new version of Ethereum that will take all of these different improvements and put them together and essentially create what we believe is the best possible design for a general purpose blockchain.

The community works on the second version for a few years already. Ether’s father said that they are already way ahead of the original white paper.

Now, the struggles go to issues like the Proof of Stake, which is about to substitute the old one, the Proof of Work. The new protocol is called Casper and it has been developed for some time now.

When asked about timeframes, Buterik explained that the first version took them about 19 months and implied that Ethereum 2.0 could be launched in 2019. Independent companies work on implementations, he added, but the team needs to audit the coding one, the protocol, security issues, and the transaction process.

Buterin is a passionate supporter of the decentralized networks and he believes that is the future. In another publication about the real meaning of decentralization, he states that:

Mining algorithms should be designed in a way that minimizes the risk of centralization. Ideally, we use proof of stake to move away from hardware centralization risk entirely.

United Arab Emirates Will Consider ICOs as Securities

The news came on Monday when Reuters published an announcement by the authorities of United Arab Emirates (UAE). After a long struggle with the low oil prices and a declining equity market, the UAE government decided to give ICOs green light in order to pump national economic.

The change is supposed to happen next year. The plan is to give investors fresh ways to invest in the country, in the case with the cryptocurrency tokens the same way they invest in Initial Public Offerings (IPOs).

The statement was made by the Chief Executive Officer of the Securities and Commodities Authority (SCA) in UAE, Obaid Saif al-Zaabi, on a seminar, according to Reuters. The expert said that:

The board of the Emirates Securities & Commodities Authority has approved considering ICOs as securities. As per our plan, we should have regulations on the ground in the first half of 2019.

The authority works on ICO regulations with an international partnership, the announcement reads. Also, UAE plans to launch two trading platform, in Abu Dhabi and Dubai, to give an opportunity to the new ICOs to go live.

Another new law may be accepted by the UAE government next year and it concerns the IPO rules. It will aim to help to sell off company stakes, whether a majority of a total number of them. Mr. Zaabi added that:

The Ministry of Economy has written to the prime minister’s office and we are awaiting approval.

As well as the changes in the financial market, the country plans a slight movement in the gender inequality area. Now, after the drafts are accepted, the authorities will work to raise up to 20% of women on the economic positions, the executive explained.

Binance Will Give All Listing Fees to Charity

Binance MiCA Stablecoins: Binance's compliance with MiCA regulations means a sell-only phase for non-compliant stablecoins from June 30, 2024.

Binance is one of the biggest in trading volume and fastest developing cryptocurrency exchange in the world. Yesterday, the giant announced that all fees from their listing of new tokens will be going to charity causes.

Binance will give listing fees to charity.

The step comes not without controversy. The platform was immediately accused by crypto users that their fees are cosmic anyway and should not be required anymore. Another complaint comes from the opinion that Binance should use their revenues for software upgrades and boost their team, instead of to external activities, such as welfare.

The team defended its decision, saying that they ‘decide where to put their income’ and of course, there would be ‘salty’ reactions as expected.

Accusations of high fees were also declined, as the exchange says that it takes all kinds of fees. The announcement of the change reads:

Binance will make a change to our listing fee policy. Starting immediately, and going forward, we will make all listing fees transparent and donate 100% of them to charity.

Project teams will still propose the number they would like to provide for a “listing fee,” or now more appropriately called a “donation.” Binance will not dictate a number, nor is there a minimum required a listing fee.

However, according to the crypto fans on social media, Binance has already made a fortune of listings fees.

Now, the new policy states that companies will already decide by themselves what amount of fee to deposit on the platform. All collected funds will go to the Binance’s charity organization, the Blockchain Charity Organization. The non-profit declares that it is ‘the first blockchain philanthropic organization’, which aims to fight poverty and inequality through the advanced innovations of the decentralized technology. The charity foundation has just started but goals include basically all humanity and nature issues nowadays, such as food/ water/ energy supply, gender equality, economic development, climate change actions, etc.

Despite all the critics, the charity initiative is important for the cryptocurrency market adoption. Through steps like this, the blockchain technology shows more and more utility in the atomic world and reaches people out of the tight crypto trading community.

EU to Regulate the ICO Market From 2019

The European Union has big-time legal concerns about the status of the Initial Coin Offerings (ICO’s). From one point of view, the vastness of the market prevents legal authorities to completely shut the industry down. From another though, the field is still considered vague and dangerous, and the biggest fear probably stays to be the alleged money laundering possibilities.

However, France has recently accepted official regulations on ICO’s, which would deal with documentation, requirements for the companies to launch a coin, dispute solving standards and naturally, constant observation and checkups of the procedures.

Now, Reuters reports, the EU will examine the market close by the end of the year and will decide how to regulate in 2019. The practice by now was watching every single ICO and researching it in a case-by-case fashion. But the method, adopted by the U.S. regulators, did not seem to work fine on the Old Continent. The policy of ‘laissez-faire’ and the expectations for a self-regulatory mechanism, did not show the financial market justice and additional precautions are needed.

On Monday, Steven Maijoor, chair of the European Securities and Markets Authority (ESMA), said the organization is examining how the ICO’s play on the financial market and what is their role among the various range of financial instruments, according to the Reuter’s report. Researches state that only to mid-2018, in July, the ICO volume doubled its total from the previous year. Currently, the total exceeds $3 billion USD. The world’s leader in the ICO industry stays the United States but a significant part of the market is taken by the EU – 30% of the sum worldwide.

The detailed inquiry, Mr. Maijoor conducted showed that:

Some of these ICO’s are like a financial instrument. Once it is a financial instrument it comes under a whole regulatory framework.

He explained the importance of new regulations in front of the European Parliament’s economic affairs committee, the informational portal says.

The subsequent question is what do we do with those ICO’s that are outside the regulatory world. We will assess that as a board. We expect to report by the end of the year,

The chairman added.

The question of the legal status of the ICO’s stays. In the U.S. there is a legislative proposal for the ICO’s to be treated as securities (but which ICO’s, all of them or a certain type, remains unclear). In the EU though, some countries consider them as a kind of shares which is a problem. A European common market means the same rules for every participant country.

China Issues Blockchain Standards Next Year

China works on domestic blockchain standards, the China Money Network reports. The country, famous for its cryptocurrency ban regulations, now seems to be ready to accept standards on using blockchain technology. The standards will not be mandatory but only recommended and a part of an international project about blockchain regulations.

Li Ming, a director of the blockchain research lab of the China Electronics Standardization Institute (CESI), a government organization under the Ministry of Industry and Information Technology (MIIT), made the announcement when speaking to the Chinese media outlet DeepTech.

The three blockchain standards will be based on the association requirements rather than on governmental ones. The standards will focus on the operation of smart contracts, privacy and deposit processes, as well as information security standards, and business and application ones. The goal is to guide the blockchain development of the Asian country. The standards are going to be used as a base for international ones, the announcement says, because it is urgent to regulate online activity on a global level.

However, the lab of CESI says the standards would be drafted around the end of the year and submitted in 2019, at the earliest.

The blockchain is gradually being accepted, and more and more people are beginning to recognize, invest in or use blockchain. But at the same time, many people are skeptical and international standards are needed,

Craig Dunn said, according to the Chinese media, the chairman of the International Standardization Technical Committee for Distributed Ledger Technology.

At present, more than 50 countries are participating in the development of blockchain standards, including China.

The news comes after a rough ban of the Initial Coin Offerings (ICO) and all crypto-related procedures in 2017. The Chinese government does not show crypto-friendly policies at all and trading platforms decided to move to countries with better conditions. The step is a part of a whole financial strategy, aiming to stabilize the country’s economy, financial experts say.
